Born in Oklahoma City, he began his career in 1974 as a member of the Dwight Twilley Band, contributing to the hit "I'm on Fire." After leaving the band in 1978, he pursued a solo career, releasing his debut album "Phil Seymour" in 1980, which featured the hit "Precious to Me." He later released "Phil Seymour 2" in 1982.
